28 3 transit proposals being considered for Kent-Ravenna A a region Plain Dealer Special 1 'A pro posals for mass transporta; tion in the Kent- Ravenna area are in the works! Ravenna City Council will receive 'a proposal tomorrow from Metro Regional Transit Authority in Akron which would link Ravenna 'with Akron. The proposal calls for a 9 a.m. trip from downtown Ravenna, via Kent, Stow, Cuyahoga Falls and then Akron. A return trip would leave Akron at 3 p.m. The fare would be $1.50 each way.

"The fare may be increased or decreased from the stated figure. depending on how much subsidy the municipalities would like to disburse from their general funds," the proposal states. Metro wants a six-month trial period for the service. Six months operation from Ravenna alone would cost $17,222. If Kent and Stow join with the service, the Metro proposal states each city could share the cost at $5,740 each.

Metro officials believe the bus would carry 20 passengers per day paying a $1.50 fare. As a result, Ravenna would only have to subsidize the service by $8.829, according to the proposal. Interest in public transit was result of a petition drive last year with 1,000 signatures requesting the Ravenna council to find some method of providing mass transportation, according to Councilman John M. Mendiola. Most of the people want to link Ravenna with Akron, he said.

"Right now if they don't have a car, it would cost them $15 to $20 for a taxi." Although council will consider the Metro proposal, Mendiola. said council is looking more seriously at utilizing service' from Kent State University, which operates a fleet of 32 buses. KSU's campus bus service now provides service around campus and into the cities of Kent, Ravenna and Stow' for students, staff members and Kent residents. To permit Ravenna residents to ride the KSU buses, the system would have to" be" certified by the Public Utilities Commission of Ohio 5 5 1 1 PI according to Joseph D. Fiala, campus bus general manager.

said Campus Bus Service (CBS) applied for a PUCO permit Jan. 24. Certification, however, would require the system to pay a $1.080 tax. Mendiola said he plans to introduce legislation to subsidize the tax. KSU buses travel as far west as Stow in Summit County.

Fiala said a Ravenna resident could travel from Ravenna to Stow for 25 cents. Ernie A. Miller, general manager of Metro, said he plans to meet with Stow and Silver Lakes officials about extending Metro's service to those communities. He added the campus bus service would then readjust its schedule to meet the Metro buses in Stow. Meanwhile, officials in Kent a and neighboring Franklin Township are sidering forming a regional transportation authority.

At least two adjoining communities are required to form a regional authority, according to state law. Last March, Kent City Council approved legislation forming the Portage Area Regional Transportation Authority (PARA). The agency was not created when similar legislation was rejected by Franklin Township. Township officials this year are reconsidering, according to trustee Charles A. Young Jr.

Young said a steering committee formed last year. composed of officials from Kent, Franklin Township and KSU are meeting again. Young explained PARTA failed last year because township: officials were afraid PARTA would levy a property tax. Young 'noted the legislation would only form a transportation planning agency. "A regional transportation agency would be needed before any federal funds are made available.

Present plans call for having PARTA take over the KSU bus system. KSU trustees voted late in 1973 to cooperate with the proposed regional authority. If PARTA is formed, Mendiola: said Ravenna. would probably contract services from the system. -THE PLAIN DEALER.
