FCI Manchester is commonly known as the Federal Correctional Institution, Manchester. The facility is a medium-security prison in Kentucky. It holds male inmates. It is operated and managed by the Federal Bureau of Prisons.

Adjacent to the Federal Correctional Institution, Manchester is a minimum-security satellite prison camp. The satellite prison camp also houses male inmates.

FCI Manchester opened their doors in December of 1992. Construction on the prison started back in 1989.

FCI Manchester is situated on 240 acres of land. Nearly 39 acres of land is surrounded by a perimeter fence.

The facility currently holds 1,117 male inmates. 204 male inmates are housed in the satellite prison camp, and the remaining 913 male inmates are housed in the main campus. Altogether the prison was originally designed to hold over 1,200 inmates.

Sending a Mail/Care Package

Inmates at FCI Manchester can send and receive letters to their loved ones while they are serving time. All mailing coming in or out of the prison is checked by jail staff to ensure the safety of everyone involved.

Sending Money

You can put money into your inmate's commissary account by Western Union or MoneyGram. Each option you can do online or in person.

You will need to the following information

  • Inmate Name
  • Register Number (inmate number)
  • City (always will be FBOP)
  • State (always will be DC)

If you can’t get down to either Western Union or MoneyGram, you can send money directly to their PO box. That information is:

Do NOT send money to an inmate using the FCI Manchester address. All funds sent through the mail must be addressed to a processing center in Des Moines, Iowa. This applies to all Federal inmates, regardless of where they are incarcerated.

Email

The last way to stay in touch with an inmate at FCI Manchester is through email. Email is also through Trulincs.

The email program is funded by the inmate trust fund, which is kept up with purchases from the commissary, the telephone service, and fees paid directly to Trulincs.

Emails are monitored and screened for content not suitable for them.

Admissions and Orientation Handbook

Your first day in prison, you are bombarded with a ton of information. One booklet you will be giving is the Admissions and Orientation (A&O) Handbook.

This handbook will supply you with general information about the prison itself alongside the prison’s rules, programs, and regulations you will have to follow while you are serving out your sentence.

It will be in your best interest to familiarize yourself with handbook as it is your responsibility to transition smoothly to prison life.

The handbook is in English and in Spanish.

Commissary

The commissary was founded in 1930 by the Department of Justice. The Commissary was placed in all Federal Institutions.

The commissary allows inmates to shop for “luxury” items while they are in prison. Funds are typically deposited by their friends, families, and their prison jobs.

Inmates have a spending limit of $360 per month. The commissary is only open on a designated day of the week where they can utilize the shop.

Legal Activities

Even when in prison, you may still need legal counsel. There are strict procedures one will have to follow to obtain legal reference materials alongside their legal counsel.

There are also many opportunities to be taken advantage of to afford the proposal of legal documents when behind bars.

Visitation

Visitation at FCI Manchester is held on Fridays, Saturdays, Sundays, and federal holidays between the hours of 8am to 3pm. Visitors that arrive after 1pm, will not be allowed to enter the visitation room.

Inmates are permitted to have no more than 5 visitors. This total does not include children. As the visitation room fills, the visitors that went in first will be asked to leave. The prison is on a first in, first out basis.

Inmates will be able to kiss and hug their friends and family only at the beginning and the end of the visit.

Visitors are more than welcome to take advantage of the children area. However, staff asks that you watch your children.

How Often Can I Visit?

At the beginning of each month, inmates are allotted 8 visiting points. They can cash in one point for Friday visits. They can cash in two points for Saturday and Sunday visits. Federal holiday visits are free from points.

Prison Life

At FCI Manchester there is a total of 6 housing units. There are 4 housing units at the main campus. The other two housing units are at the satellite prison camp. All housing units are situated into tiered pods containing 2 beds in every cell. Pods in these housing units can house up to 126 male inmates.

FCI Manchester also has a special Housing Unit. This Special Housing Unit is separate from the 4 other general population buildings. The Special Housing Unit can hold 47 inmates.
